In the land before time, dot-matrix printers had cogged rubber belts

But most were scrapped out a long time ago. Might see if there is a technology recycler near you that has one headed for the dumpster...

Alternatively, if you could find someone to 3-D print the profile you were looking for, you could look at casting it as a strip of cogged belt, and then heating and bending around the pulleys/hubs.

Not sure if you can even still buy it, but brewer/vintner stores used to stock lead foil. A favorite of military / armor builders, it can be embossed for texture. Not sure how you would get a repeatable texture, but that would be fairly easy to work with.
