I avoid any kind of solvent in that area, as it can make ghosting even worse. I use crazy glue to fill in the area. Depending on the depth I sometimes fill the groove with baking soda, then hit it with crazy glue.

I use lacquer primers and paints, so in my case, an airbrush is a must. Mist on several coats of primer to build up a barrier. Even the first couple of color coats go on very light just to form a solid base. Almost forgot, I also block sand the top of the hood before and after the primer coats.
